Day after day I avoid clouds of 2nd hand smoke at the bus stop, on the sidewalk, in front of restaurants, just outside of bars (although thank the good lord for the smoking ban in restaurants here in Washington).. most smokers I think now get it - that most oxygen loving humans think smoke stinks, so they do a pretty good job blowing it the other way, avoiding direct smokescreens when possible....
BUTT (pun completely intended), what is the deal with many many smokers just flicking their cigarette butts onto the sidewalk, out the car window, or into the base of a tree as I saw happen today. See the pics below I took just after the butt-tossin' took place.
First picture is of the nice, urban landscape - classic brick boardwalk, trees aged and grown to fit into the cityscape:

Second picture, close up of all the cigarettes pitched at the foot of this tree, see red circles for details:

So is it?
- Option A - Ignorance: smokers think that their butts are just going to go away, biodegrade or something?
- Option B - Arrogance: smokers just don't care, and just litter like crazy, thinking their butts don't stink.
- Option C - Laziness: smokers can't take the extra 3 seconds to put out their butt on the ground, pick it up, and throw it in a garbage can?

isn't that littering? why are they not fined? if i threw some other type of trash out on the street, under a tree or on the freeway, people would be all upset.
